Purpose
 

1. Introduction

Open and vendor neutral standards bodies require a specific and defined process for creating and approving their specifications. MISMO has defined a process that addresses the roles of individual Workgroups, the Core Data Structures Workgroup and the Architecture Workgroup.

1.1 Audience

Developers of new additions or modifications to the MISMO XML standard and those participants active in the Core Data Structures and Architecture Workgroups.

1.2 Terminology

The key words “MUST”, “MUST NOT”, “REQUIRED”, “SHALL”, “SHALL NOT”, “SHOULD”, “SHOULD NOT”, “RECOMMENDED”, “MAY”, and “OPTIONAL” in this document are to be interpreted as described in RFC 2119. See «add reference to MISMO glossary for terminology used in this MEG».

1.3 Document Status

The information supplied in this document reflects the MISMO interoperability principles at the time of writing. It is a living document, which will be updated as required to reflect the evolving nature of XML technologies and service requirements identified by MISO constituency. Comments on this document should be sent to the MISMO designated contact identified in the document preface. MISMO does not accept any liability for the accuracy, adequacy or completeness of the information contained in these Guidelines.

Provide guidance on the XML format required for the MISMO data standards.

Ref Guideline
14.1 The Process Area Workgroups MUST develop a clear definition of the business process affected by proposed additions or modifications to the standard.
14.1.1 A reasonable number of different viewpoints SHOULD be sought to ensure that the solution is developed for application to a broad base of potential users. Developers are encouraged to examine the applicability of the MISMO XML standard in more than one business process area within the mortgage industry. This analysis needs to consider existing and future usage, so that the resulting change will integrate smoothly into the business environment.
14.1.2 Workgoups SHOULD consider alternative and creative business solutions rather than engaging in a literal codification of current business practices. This progression toward improved business processes, as well as the incorporation of best practices, will contribute significantly to the value of the resulting standard.
14.2 The Process Area Workgroups SHALL articulate a business case that demonstrates the need and value for the proposed addition or modification to the MISMO XML standard. The valid business case is used in evaluating the merits of the proposed addition or modification.
14.3 The Core Data Structures Workgroup (CDS) SHALL review submissions from process area workgroups and provide first level approval for all MISMO XML Standards. As a standing subgroup of the Architecture Workgroup (AWG), the CDS Workgroup‘s purpose is to focus on the management of the Logical Data Dictionary and the Reference Model. CDS addresses data normalization issues between process workgroups, logical data models, and the identification of core industry data elements.
14.4 The Architecture Workgroup SHALL review submissions from process area workgroups once approved by Core Data Structures therefore providing second level approval for all MISMO XML Standards. The Workgroup is responsible for establishing the architectural framework and guidelines on which the standards are developed. Their review ensures that submissions for new or modified standards adhere to the framwork and guidelines.
14.4.1 For version 2.x, the MISMO Governance Committee granted the Architecture Workgoup the authority to approve the XML standards. Therefore, for Version 2.x standards, Architecture approval is the highest level of approval
14.5 The Governance Committee SHALL review submissions from process area workgroups once approved by both Core Data Structures and Architecture therefore providing the third, and final, level of approval for all MISMO XML Standards. The Committee will ensure that the standard adheres to MISMO‘s guidelines and that all pieces of collateral (e.g. Implementation Guide, MXCompliance requirements, etc) are complete and included in the final release package.
14.6 Once a MISMO specification has been reviewed and approved by all applicable groups, it MUST be posted on the MISMO Web site for the 30 Day Intellectual Property Rights (IPR) disclosure period. This public review period allows any organization to download and review the standard to ensure that it does not infringe on any of their IPR. If an organization believes a standard does infringe on a their IPR, they MUST notify MISMO of the potential issue. MISMO will then remove the standard from the Web site and address any issues.
14.7 Once a MISMO specification has completed the Intellectual Property Rights disclosure period without any comments, the specification SHALL become a published MISMO Standard.
